My experience in those discussions in Lucas County, however, have never had anything to do with the goal of efficiency or cost savings.<br /><br />Hooda - I have no idea. It could be that they think it's easier to get their agenda passed if they have only one county executive. Or maybe they think they can get a majority of a county council to fall in line like so many of Toledo city council members. Or maybe they want the county to be able to pass laws.
