I suppose that boarded up buildings, pot holes the size of asteroid craters, and confiscatory tax rates are not quality of life issues.<BR/><BR/>Since this fiction appears to have become a reality, perhaps Councilman Waniewski can try and set in motion some system to accurately track the use of these necessary pools. If they prove to be the waste that we expect them to be, we can then eliminate not only them, but the Toledo department of neighborhoods as well. The program cannot sustain itself and so must be subsidized by tax dollars. But who is it that is clamoring for the offering as a necessity of life.
