Toledo City Council Meeting

January 31, 2012

Before the meeting, there was another meeting outside of Council Chambers for Issue 1 (3/4% tax). This was with the Mayor and Council Members. The Mayor and George Sarantou spoke on this, of course in favor of it.

In attendance: Councilmen Riley, Waniewski, Martinez, Craig, Ludeman, McNamara, Sarantou, Steel, Collins, Copeland, Councilwomen Hicks-Hudson, Webb. Mayor Bell.

Item 37 – Appointment – TARTA Board – confirmed – all voting yes.

Item 38 - Appointment – Toledo – Lucas County Homelessness Board – confirmed – all voting yes.

Item 39 – Appointments – Economic Incentive Task Force – confirmed – McNamara abstaining, rest yes.

Item 42 – Appointments – Recreation District Steering Committee - confirmed – McNamara abstaining, rest yes.

Item 40 - Resolution – Recognize Burnor Family for more than 100 years in business – adopted – all voting yes.

Item 10 – Amend TMC Part 1 to transfer Division of Recreation from Department of Neighborhoods to Department of Public Service – passed – all voting yes.

Item 36 – (11-11) Amend TMC to enact Sec. 127.14 to transfer NBA from Neighborhoods to Department of Public Service – passed – all voting yes.

Item 41 – Amend Ordinance 531-11, Recreation District Steering Committee, from 19 members to 23 members – passed – all voting yes. Webb – the members met at the YMCA last night.

Item 43 – Accept DOJ VAWA grant to partially fund salary of assistant prosecutor for domestic violence, $9,659 – passed – all voting yes.

Item 44 – Extend agreement with Lucas County for dog control services for 2012 - 1st Reading. Ludeman – met with Steve Sercheck on this – will give info for future votes.

Item 45 – Expenditure to Daniel Spitz, forensic pathologist, for case of Betty Turner vs. Police, $11,884 GF – passed – all voting yes.

Item 46 – Acquire and convey One Maritime Plaza to Port Authority, net proceeds plus 3 parcels to United North - 1st Reading. Collins – (to Adam Loux) Agenda hearing about this. Adam Loux – haven't received anything yet – be at next meeting on this.

Item 47 – Assign loan and mortgage interests in Dorr St. Brownstones project to LMHA – passed – all voting yes.

Item 48 – Resolution – 2012 Sidewalk Program – adopted – all voting yes.

Item 49 – Expenditure to National Association of Clean Water Agencies (NACWA) for 2012 dues, $11,510 Sewer Operations – passed – all voting yes.

Item 50 – Street Lighting – Alley bounded by Lewis ave. and Peak Ave. - passed – all voting yes.

Item 9 – Annual appropriation of Operating Budgets for 2012, $591,151,726 All Funds – (A panel of five people are now up front, Steve Herwat included) McNamara – going over budget items for 2012 .. Panel – cannot start the Police class on July 1st – start sometime July 30th or after – graduation in January 2013 will overlap with Academy classes, build searches etc. Collins – transfer money to Police Class - thanks to Judges, 350K to General Fund – thanks committee (his concern) – will face a challenge in the Summer of 2012, we have 406 Police Officers – class of 30 – now 40 – in 2013 we will stabilize the Police to 600 (Mayor). - budget needs more money – money in the Stabilization Fund – thanks again. Waniewski – Where did the 350K come from? Collins – Court of Appeals. Waniewski – Collins/Sarantou Amendment – break it up. Steel – likes it as is, one complete package – provides City Services, meets citizens expectations. Sarantou – reiterates what Collins said – Police to hit the streets ASAP. Ludeman – I have not voted against a full budget, just against portions – 150K for Stabilization. Waniewski – three items that his district will not benefit from. Riley – thank you about the settlement. Webb – these amendments will benefit her district of the City. Hicks-Hudson – likes the omni-bus bill – whole package. Vote for break up – yes – Collins, Ludeman, Martinez, Sarantou, Waniewski. No – Riley, Craig, McNamara, Hicks-Hudson, Steel, Copeland, Webb. Motion failed. Vote for Omni-Bus – Waniewski – no, rest yes. Final vote – passed (Amended) – all voting yes. Sarantou – thanks everybody – keep eyes on revenue – Casino won't open till June. Panel – the budget is passed. Webb – sweet time to pass, reminder, budget Meeting on 2/15 at 6:30, at Ausburg Church. Steel – unanimous yes vote – importance of Recreation Program. Mayor – sit down and discuss this. Riley – red lights – a lot in his district (Dorr St.) - too close together. Herwat - alternate sites we can look at. Collins – talks about the the ¾% tax, talks about the difference between the Finkbiner and Bell Administration – passed budget today with out raising taxes – City is operating with 17% fewer people – keep City at operating levels. Ludeman – reminiscing about budgets in the past. Mayor – thanks Council Members – appreciates that we met the needs of the people – good we take care of things – just look at our neighbors north of us (Detroit).

Item 51 – Amend TMC Ch. 184, Toledo Youth Commission – relieve from Committee – Webb – new Director – changes – hearing on it. Passed (Amended) – all voting yes.

Item 52 – Amend TMC Ch.2113, collective bargaining agreement with Toledo Fire Chief's Association (TFCA) – passed – all voting yes.

McNamara – this was a long, enjoyable meeting.
